Content Observer not detecting items on a belt in certain positions

Describe the Bug
Content observer is not seeing items which are sitting on a belt right on the edge between blocks.
This is strange since, by comparison, the stockpile switch is able to observe those items.
Reproduction Steps
- Place content observers along a belt
- Add a filter such that items are stopped right at the block edge (in my picture/video I achieved this with both the brass tunnel and the extended brass funnel since they take a ~full block)
- Content observers will not activate if the items on the belt are stopped right at the block edges
Expected Result
Content observer should be able to observe items on the belt (even at the block edges) at least as well as the stockpile switch.
