Scrollers not visible under water if you not under water

Reproduction Steps

1.Place Creative motor* so the scroller is underwater but you above waterline
Or

1. Position the water so that there is water between you and the scroller
   *Any block-likes with scroller-like/filters things (Funnels, smart chutes, rotation speed controllers)

Expected Result

You can't see scroller but it still functional

I hope its just baggy optifine and most of users receive the ultimate experience of enjoying this greatest mod <3 <3 <3

if this still occurs open a new issue

Its most likely Optifine, from my experience that has all sorts of issues related to Water rendering. Though vanilla also has a bunch of issues I've noticed, so it might just be a mc bug, not sure though. However, try using Rubidium + Oculus instead of Optifine. They generally give more performance, and have (almost) all the same features, and additionally theyre open source and willing to fix issues that occur.
