Describe the Bug:
Applying allowShapelessInMixer = false in the create-server.toml removes the ability to craft the items but doesn't seem to remove them from jei. This also seems to apply to other recipe options and persists through server and client restarts.
"side note: Adding custom recipes and removing them with datapacks are working correctly."

Reproduction Steps:

1. Apply allowShapelessInMixer = false in the create-server.toml
2. join either single player world or dedicated server
3. examine a shapeless recipe

Expected Result:
Recipes that have been removed no longer show in jei recipe lookup.
