Describe the Bug

Under certain conditions, the belts cause DEDICATED server to crash with NPE.

Reproduction Steps

1. Place hopper facing the future mechanical belt
2. Place Content Observer on the opposite end
3. Place mechanical belts between them

Expected Result

Everything should work
