90 degree rotations dont stop after 90 degrees

Describe the Bug
Telling a bearing to only place when the anchor is destroyed and using a sequenced gearshift to turn 90 degrees, the bearing over-shoots and doesnt correct itself. after several "90 degree turn" inputs the rotated contraption is very askew, much like a ramp or stairs.

Reproduction Steps
1.Grab a mechanical bearing, creative motor, sequenced gearshift, any block, a button and a wrench.
2.motor > seq. gearshift > bearing > block, with button on gearshift
3.configure bearing to only place when anchor is destroyed, and confirm that gearshift is set to 90 degree turns
4. press button, wait, and repeat and notice how the failure adds-up.
Expected Result
Even when not placed, the contraption should be rotated some multiple of 90 degrees, and should never over-rotate.

Other Mods
This bug was tested with and without "additional placements" to originally test whether a sideways stair would rotate correctly (it doesnt) but was also tested solely with Create and Flywheel and same bug occurred.
