Ingots of Experience and Blocks of Experience

Describe the Suggestion
I suggest adding two new items, Ingots and Blocks of Experience.
Each Ingot could be crafted from/into nine Nuggets of Experience, and each Block would be crafted from/into Nine Ingots of Experience.
These would not just be storage for Nuggets of Experience (though they would be that as well), but have more uses:
Using an Ingot of Experience while aiming at a nearby Player gives them nine experience points, regardless of whether done by a Player or by a Deployer, without spawning Experience Orb entities. The Ingot is of course consumed. If the Player using the Ingots of Experience is sneaking, then his entire stack is given to the Player he targeting, as experience points.
Blocks of Experience can be placed in the world, and have a few effects:
Whenever an Experience Orb collides with it, it is converted into a Nugget of Experience item.
When the player right clicks the block, they lose 81 experience points instantly, and he is given a Block of Experience item.
When a sneaking player right clicks the block, a stack of Blocks of Experience are made, or enough to consume all of his experience points, whichever is fewer.
In either of the above cases, If the player has less than 81 points, nothing happens.
Deployers should be able to use Nuggets, Ingots, and Blocks of Experience to repair damaged items which have the Mending enchantment, provided that the damaged items are on a Mechanical Belt to Depot.
