Contraptions can only break ice that is on the ground in the overworld

Describe the Bug
Particles are made and a sound is played, but the block remains.
Reproduction Steps
- Build a contraption with a drill in the nether
- make it mine ice
- see the ice is not broken
Expected Result
Break the ice

Additional Context
Reproduced in a dev env. This is caused by this special casing. First, the ultraWarm check exits early in the nether, changing nothing. Second, unless there's liquid or a motion-blocking block under the ice, the second return is hit, also changing nothing.
