Only half of a double chest is accessed when the right chest is used

Describe the Bug
Pretty simple really, chests should be filled to their max no matter which side you fill them from (double chests) but if you fill the chest that acts as the "bottom-half" then only the bottom half will fill, I particularly noticed this when filling via funnels (andesite and brass) I'm not certain about chutes
Reproduction Steps
- place 2 double chests in line with each other
- place a mechanical belt of any length leading from the supply chest to the deposit chest
- connect with funnels (make sure the receiving chest has its right side being filled, not the left)
- power. . .
...
Expected Result
the chest should completely fill

I believe I've had this same issue. I was extracting from one side, and outputting from another with andesite funnels. Depending on the order I place the individual chests, it works or it does not work. If broken I would have to place the items manually in the bottom half of the double chest to get it to output. After reading this I also tested logging out and back in, that also fixes it. Definitely low priority, but it really confused me there for a bit.
