Windmills will be able to be changed in color via crafting recipe or rightclicking them with dye in hand

if you mean the sails, it's already very possible, if you mean the actual windmill block, tough luck that's something I'd bet wouldn't happen

This is already the case, you just have to turn the windmill back into blocks first to dye it, but then you can reactivate it again after it’s dyed.
