Changing capacity value in [kinetics.stressValues.v2.capacity] for valve handles does not change them in server

Describe the Bug
When accessing the create-server.toml and going to the [kinetics.stressValues.v2.capacity] section, attempting to change the [kinetics.stressValues.v2.capacity] for the valve_handles results in their displayed stress capacity in inventory to change, but not their actual capacity in game.
I am able to see the game list them as having a higher Stress Capacity now when mousing over the item, but when attempting to use anything above their base 128 stress threshold they are incapable.
Reproduction Steps
- Create a multiplayer server with Create
- Access the create-server.toml config file
- Find the [kinetics.stressValues.v2.capacity] section and locate any of the "valve_handle" items
- Change value to higher number
- Launch server
- Inspect item in menus, displayed stress should have changed
- Place item in game world and attempt to spin at a stress that it should now be capable of handling but was not before
- Valve overstresses
...
Expected Result
Expected to see increased stress capacity on valve after changing value to higher number as the config had lsited.
