Changing capacity value in [kinetics.stressValues.v2.capacity] for valve handles does not change them in server

Describe the Bug

When accessing the create-server.toml and going to the [kinetics.stressValues.v2.capacity] section, attempting to change the [kinetics.stressValues.v2.capacity] for the valve_handles results in their displayed stress capacity in inventory to change, but not their actual capacity in game.

I am able to see the game list them as having a higher Stress Capacity now when mousing over the item, but when attempting to use anything above their base 128 stress threshold they are incapable.

Reproduction Steps

  1. Create a multiplayer server with Create
  2. Access the create-server.toml config file
  3. Find the [kinetics.stressValues.v2.capacity] section and locate any of the "valve_handle" items
  4. Change value to higher number
  5. Launch server
  6. Inspect item in menus, displayed stress should have changed
  7. Place item in game world and attempt to spin at a stress that it should now be capable of handling but was not before
  8. Valve overstresses
    ...

Expected Result

Expected to see increased stress capacity on valve after changing value to higher number as the config had lsited.
