Moved .minecraft folder to a different drive and create won't load but other mods do

Describe the Bug
I moved my .minecraft folder to my SSD from my hard drive, changed the forge installation to pull the game directory from the new file location, and when I launch the game it says all of my mods are loaded, including Create. However, when I load into game, Create is the only mod that doesn't work. Anywhere a block from the mod was, it's gone now. All my farms built with the mod aren't there, my water tanks for the steam engines aren't there, windmills aren't there, and anywhere some of the create blocks that generate naturally like cobblestone, copper, etc. do, they aren't there anymore and leave a black outline on the surrounding blocks (picture below).
Reproduction Steps
- Moved .minecraft folder from hard drive to SSD
- Changed the game directory folder from default to new location on SSD
- Launched the game to see that the mod was loaded and in the mod folder, but in game, none of the blocks from the mod are there
Expected Result
Since the game shows the mod is loaded and in the mod folder, expected the mod to be working once loaded into the game
