MC server will not run if Create.jar is in the mods folder

Describe the Bug
whenever I drop the jar into the server (that was installed by curseforge) the server will not run. I have the mod loaded in single player with no issues, and if I take the jar out the server runs fine
Reproduction Steps
1.add mod, server will not start after running batch file
2. remove jar, server starts like normal, no issues

Expected Result
dropping the jar into the mod folder should be all that's needed to run the modded server, right?
