Mob Loader to Replace need for Player to AFK at Mob Farms

Describe the Suggestion

A mechanism or block that could be placed down that would have its own range of where mobs can't spawn in, and range of where mobs don't instantly despawn, and probably also its own mob cap.

This would be very useful for automating mob spawn-based farms since we already have nether-portal-based chunk loaders from just vanilla Minecraft, which can keep non-mob spawn-based contraptions running even when a player is far away. However, there is currently no way to automate a mob spawning farm if a player is not within 128 blocks of the spawning platforms.

Another feature it could have is to show the spheres of the 24-block radius of mobs unable to spawn near, and the 128-block radius of where mobs won't instantly despawn when you place it down and set it to show those radii, that could help position it in an optimal space and help with the lighting up of caves.

And if you do add it, I'd recommend decoupling it from a chunk loader and potentially making that its own block so that it won't constantly be loaded, unlike regular create factories, but I'd be happy if it were added either way

This would be a great addition to the create mod since it adds more automation possibilities, and the create mod is a lot about automation.

Maybe it could be a mystical block made out of sculk, a mechanical block that requires rotational energy, a mechanical player that you place down, or something of the sort.
