Scroll sensitivity does not affect the brass funnel filter counter properly

Describe the Bug
If you lower your scroll sensitivity, the speed at which you increase you filter counter is much lower than the speed of decreasing it, which really confuses until you figure it out. You have to scroll much faster to increase it, the video is provided.

Reproduction Steps
- Launch in the world and place the funnel in such a way that you are able to set its filter counter.
- Decrease your scroll sensitivity (Options... -> Controls... -> Mouse Settings... -> Scroll Sensitivity: ) by even 0.02.
- Try to increase/decrease the counter, and encounter that increasing is much harder even with 0.98-0.95 sensitivity value.
Expected Result
Sensitivity affects increasing/decreasing the counter the same way.

It may be not so obvious on the video, but after decreasing the sensitivity I was scrolling in the same speed up and down, and you can see that it was increasing much slower.

Additional Context
I faced this problem while playing Stoneblock 3 modpack by FTB. After that I installed Create mod and the ones I mentioned above onto the clear Forge 40.2.9 version to ensure that the problem is connected with the mod, not with the modpack, and it remained the same.
I also didn't test it with other items, as I don't know if such filters exist on the items, other than brass funnels.
My mouse is Logitech g102 (if it matters), and I am sure that the mouse wheel works perfectly.
