Pressure plates freeze on contraptions

Describe the Bug
Pressure plates will continue to output their previous value if placed on a rotating contraption.
See attached video.
Reproduction Steps
- Put pressure plate on rotating contraption
- Add item
- Rotate and see it retains value
Expected Result
Pressure plate should return to 0 when items are removed.

This is most likely the same problem as in #4166. The pressure plate is also at the edge of the contraption, if you could somehow glue a block to it, it would get updated.
