PSI in motion do not interact with stationary PSI, i'm trying to create a windmill and PSI don't put items in a chest, I tried to find a transposer but transposer is not available to this version.

You need to use a funnel on a belt to suck the items out of the stationary PSI.
Example:

On the left is my stationary PSI connected to the moving one. Attached to that is a belt funnel which leads into a belt with another funnel that puts the items into a chest. The entire thing is covered in belt tunnels so people don't get stuck on the belt.
