Named filters lose their name if saved with no items or attributes in the filter

Describe the Bug
If a list or attribute filter is named using an anvil, opened, and no items or attributes are set in the filter when it is closed or saved, the name is reset to default. The name is kept if an item or attribute is in the filter when it is closed.
Reproduction Steps
- Take a filter, either attribute or list filter
- Name the filter in an anvil
- Open the filter and close the dialog without putting anything in
- Filter name is automatically removed
Expected Result
Filter should retain their custom name when saved with no contents.
