some modpacks (ATFC) would beneficiate from having different behavior for pipes and hose pulleys regarding the ability to place fluid sources blocks.

Would be to crazy to have instead of "placeFluidSourceBlocks", "openPipePlaceFluidSourceBlocks" and "fluidFillingPlaceFluidSourceBlocks" ?

those names are making reference to the code where the first option was added
