Hose Pulley fails to create bubble columns when filling water onto Soul Sand or Magma Block

Describe the Bug

When filling large water ponds with Hose Pulley, no bubble columns are created when the bottom consists of Soul Sand or Magma Block. Existing Soul Sand or Magma Block must be removed and replaced for the bubble columns to appear.

Reproduction Steps

Make an empty pond with Soul Sand and Magma Block in the bottom, then fill water into it using Hose Pulley.

Expected Result

Filled water automatically becomes bubble columns when applicable blocks are underneath.

    Presumably in a large pool setup, the entire bottom has to be reworked.
