the latest version of flywheel is 6.8, but it expects "6.9 or above"

Just remove flywheel from mods and create will work normally.

I've had the same issue! I couldn't figure out how to solve it because removing flywheel didn't work for me but downgrading one create version to 0.5.1b worked with flywheel installed.
