Create blocks only accept items from hoppers on block update

Describe the Bug
When placing a hopper facing into a depot from either side, the depot will only take items in on a block update even if there's more items in the hopper.
Reproduction Steps
- Place a create block that accepts items
- Place a hopper facing into the block
- Place more than 1 item into the hopper (preferably unstackable)
- Remove any item from the block
Expected Result
The block should take a new item from the hopper
