Is it normal for the Create parts to continue consuming energy even when disabled by redstone?

I'm using the deployer and even though it's disabled by redstone, it consumes energy resources

redstone stops it from activiating, it's not really stopped but paused from doing anything, and it still taking power is intended

It would be interesting to have some way of disabling it completely instead of having to break the shafts one by one
