Describe the Bug

So, this is somewhere between a bug and a feature request, but I figured I'd post it as a bug due to "minecraft logic" believing that water should flow through some sides of stairs and slabs and not others.

Its basically due to me trying to fill a chamber with water (and empty it). However, because I'm using stairs to make the room appear more circular, the hose pulley attempts to fill underneath my chamber with water.

Reproduction Steps

1.Create a chamber with stairs or slabs as the floor or part of the walls
2.Attempt to fill the room with a hose pulley
3....
4. Profit

Expected Result

The stair should block the hose pulley from placing water below the platform

it was very sad seeing my door mechanism be broken while testing the water AFTER making the doors
