Pulse repeaters not triggering under specific circumstances when they should

Pulse repeater Q does not activate when I press button B when the powered toggle latch is in either state. This only happens on certain alignments with chunk borders. I am facing in the -Z direction in this image.

Reproduction Steps

  1. Build both copies of the setup in the image in the description
  2. Press button A twice
  3. Observe that pulse repeater P activates both times
  4. Press button B twice
  5. Observe that pulse repeater Q does not activate either time
  6. Remove the powered toggle latch from the right copy of the setup and repeat step 4
  7. Observe that pulse repeater Q now activates both times
  8. Replace the powered toggle latch and remove the sequenced gearshift instead, and repeat step 4 again
  9. Observe that pulse repeater Q also activates both times in this case

Expected Result

Pulse repeater Q should always activate
