Describe the Bug

If you direct a full hopper into a full container then empty the container, the hopper will not start emptying items into the container.

Reproduction Steps

1. Place a depot, basin, or mechanical crafter.
2. Place a hopper pointing into the container.
3. Fill the container to maximum capacity.
4. Fill the hopper to maximum capacity.
5. Empty the container.

Expected Result

The hopper should start draining items into the container.
