Funnels can't be placed inside placards

Describe the Bug
Trying to place a funnel (andesite or brass) in a placard results in placing the placard as a block next to the placard, rather than as an item inside the placard.
Reproduction Steps
- Hold a funnel in your main hand
- Right click on a placard
Expected Result
Funnel is placed inside the placard as a display item

Using Fabric version
Sorry, this should be closed unless someone can reproduce it in the Forge version, since I'm using Fabric and Create Fabric has its own bug tracker.
