Fluid Spout Not Pouring

Describe the Bug

I'm working on a machine to automate redstone production using cinder flour and strength potions. When I start the machine it works fine for a while, but for some reason at a random point the spouts will stop pouring the strength potion on the cinder flour, allowing the cinder flour to pass the spout completely. The spouts are having no issue filling with liquid and using a depot instead of a conveyor belt doesn't work. I'm playing on a Minecraft server with a handful of other mods installed. I'm using the Thermal Series fluiducts to fill the spout, but that seems to be working so I don't think that's the issue.

Expected Result

The spouts should stop each item of cinder flour and pour a strength potion on it, before allowing the newly created redstone dust to continue down the conveyor belt.

Additional Context

The spouts are within the vicinity of chunk loaders and are given fluid by Thermal Series fluiducts. The spouts usually stop working after several blocks of redstone are produced. It doesn't seem to matter if one cinder flower or a stack pass under the spout at once. All three spouts stop working all at once. Eventually, the spouts start working again but I haven't determined why that is. It's usually when I log onto the server the next day. The redstone dust is immediately delivered to a group of crafters that turn it into blocks. The rotation speed is 16rpm. Cinder flour is often made faster than the redstone dust can be turned into blocks, but the spouts don't usually stop immediately after the cinder flour backs up on the conveyor belt.
