Schematic cannon overides FTB Chunks claims and Spawn Protection

Describe the Bug

Modpack: ATM8 version 1.1.0
It's possible to use the schematic cannon to build on other people's claimed chunks. Combine this with security craft blocks and only the one that placed it can remove it but not really since it's claimed by someone else so no one can remove it. It can even be done on top of basic spawn protection. This should probably be looked at.

Reproduction Steps

  1. Set schematic to a location within other player's claimed chunks
  2. Load schematic canon with said schematic
  3. Activate
  4. Blocks are placed in said chunks

Expected Result

Shouldn't be allowed since this can cause grieving, especially when combined with securitycraft blocks
