guide book not letting me progress

Describe the Bug
I have visited 2 nether fortresses and gotten the minecraft achievement but the guide book hasn't updated so i can't make a blaze burner
I also updated to windows 11 just after i found the bug completely unrelated
Reproduction Steps
- I don't know how to remake this
- I just crafted a blaze burner cage
- then i when to the nether and got blaze rods
- then i noticed that i couldn't craft a blaze burner
Expected Result
I was expecting to be able to craft a blaze burner
