Repurpose Flywheels into "rotational power capacitors"

Describe the Suggestion
Since the furnace engine's removal in 0.5.0, the flywheel has been left behind with no purpose except aesthetic value. I propose expanding upon the "speed chasing" mechanic, by splitting the shaft in half like a gearbox and rotating the output half by the chasing speed of the wheel instead of the constant speed of the input.
This would resemble the way real-world flywheels work, allowing rotational power to be momentarily stored after the input shaft stops spinning. It would also account for a new way to achieve arbitrary RPM values between powers of 2.

This would require a new way of storing the angle of the flywheel, as it currently takes time to build up speed again after logging out and rejoining the world which would most likely break any contraptions using this feature if it were implemented.
Was just looking for this. IMO flywheels would do nicely as SU storage devices - they'll dynamically eat up any leftover SU available on the network, and return it back to the network when there's a deficit before the network overstresses.
(This is similar operation to New Age motors storing FE, but this is SU and in a 3x3x1 block space.)
It could make Steam Engine setups more viable, as you'd no longer need to pick when to "turbocharge" the network with burners. Just fire it up once and let the flywheel keep going till it runs down.
