Schematic Builder and Editor for survival worlds without exporting to creative worlds

Describe the Suggestion
- What it is and how would it work
Either a new block or item that lets you select a given area just like a schematic and quill, the only difference is that when the player enters the selected area or uses the item (depending on coding difficulty i suppose) it will set the player's gamemode to a sort of creative mode temporarily clearing the previous inventory for block storage purposes.
Once the player is in the new planning mode he is able to fly as if in creative and take blocks from the creative menu, the player can only build in the previously selected area and the blocks are not placed in the actual world, any build or edit to an already existing structure the player makes is then made into a schematic that the player can easily import into a schematicannon and insert the items to build it in the physical world.
- what would it look like in game
The item/block to do this could be either a pair of advanced engineers goggles, a sort of blueprint maker (a sort of schematic table but you select an area with a schematic and quill for a new schematic in a selected area or a positioned schematic to edit it) or maybe a sort of engineer's quill (just the pen that selects the area to edit).
- what problem would it solve
The quality of life improvement for this is to easily edit or plan out a building or mechanism without the need to take the schematic of the area and edit it in a creative world just to reexport it back to the original world.
- visual details
The player's hotbar when entering planning mode could change to easily check if they're in planning mode or regular survival, an idea for this could be to make the hotbar slot borders into a light blue/cyan schematic UI style with a semi-transparent diagonally striped white and light blue background
