Cannot place belts

Describe the Bug
Cannot place belts on shaft in my multiplayer server. They are on the same y-level, unobstructed. Right-clicking does not bring up any particles, and further right-clicking another shaft does nothing. Have had several others attempt, and the results are the same: it works in singleplayer with the same modpack, but does nothing in the multiplayer server. Found a similar post, but the referenced author's fix does not work for mine.
Reproduction Steps
- Place shafts
- Right-click with belts
- Does nothing
- Right-click other shaft
- Nothing
...
Expected Result
- Place shafts
- Rick-click with belt- particles appear
- Right-click another shaft on either 90, 0, or 45 degree axis
- Belt is placed, connecting two shafts

Seen this issue happen with various people, all with different solutions.
This issue is not related to create and is caused by a addon mod/another mod.
Do you have any idea what other mods might be causing it? I understand that is not your responsibility but any insight you might have would be helpful. Thanks.
Hey so we found out this is an issue with Mo' Enchantments, which actually caused a ton of issues. It prevented interacting with Create items, created junk NBT data on all dropped items, making stacking the items either impossible or tedious, prevented shift click interactions with Minecolonies items, among a few other issues. Also seems like it was preventing other enchantments from being part of loot tables as well. Hope this helps, sorry they couldn't help you or I.
THIS IS SOME KING SHIT, thank you for your efforts. I was having the item stacking issue as well, and I do have mo-enchantments installed. Issue fixed!
