Smart observer turns signal off while there's still an item on depot

Describe the Bug
When i wash gravel on a depot, it ends with two item on it and when i remove one with a funnel the smart observer turns its redstone signal off.
Reproduction Steps
1.Put gravel on depot
2.Put a smart observer watching that depot
3.Wash the gravel
4.Remove one of the outputs with a funnel
Expected Result
I expected the smart observer to keep sending a redstone signal
