Deployers on contraption dont place in fluids.

Description
since the update from a few days ago my contraption doesn't work as it used to do. The deployers place blocks as it should, but only in air, the dont in fluids. So my Nether drill contraption is not working any more

Triage note: Replacing the not equal to air check if not replaceable should fix this
