Deployers can no longer replace water/lava with blocks in v0.5.1h

Description
This is a regression introduced in v0.5.1g/v0.5.1h which from the patch notes seems to be an unintentional side effect of other deployer changes/fixes rather than an intentional change.
In v0.5.1f, deployers can replace flowing and source liquid blocks. Upgrading a test world from v0.5.1f to v0.5.1h changes this behavior, breaking deployer-based tunneling contraptions.
