Context

Crashed when I tried to open inventory.

The error said it couldn't find the wheat flour to be added in create. please do something about this.

This seems like you dont have create on your client or server but arent running it anyways, put create on your server and client then try again

CREATE has been installed. Because we have installed it.
This error is only in multiplayer!

It's crashing.

hmm, yea I'm lost, my guess is there is some create add-on that's loading create at the wrong time, try temporarily remove all create addons (or everything except create) and see if that fixes :/
