Fluid tank not accepting fluids

In creative mode I can click the fluid tank with a bucket of lava and it will fill the tank, but when I go to survival mode the lava gets placed as a block outside the tank. Any suggestions?

I think this might be intended in order to necessitate the item drainer in survival
I'm experiencing a similar issue with the Creative Fluid Tank.
When attempting to set the desired fluid to provide (e.g. the tank is empty), right clicking with a bucket simply places the fluid in world if the fluid is placeable (ex. lava).
A brief inspection of the source seems to indicate that the first fluid inserted sets the desired fluid and all others are voided
Alternatives attempted:
- Pool of fluid in world with Hose Pulley extended into pool and Mechanical Pump connected to Pulley and Tank.
Result: Fluid is voided when it reaches the Creative Fluid Tank. - Bucket of fluid right clicked on Item Drain, Mechanical Pump connected to drain and Tank.
Result: Fluid is voided when it reaches the Creative Fluid Tank.
(NOTE: Behavior of #1 and #2 was partially expected due to description on Creative Fluid Tank about fluids inserted being voided.)
So, my question is: How do I legitimately configure the Creative Fluid Tank while playing in Survival?
(NOTE: I did confirm I could configure the desired fluid in Creative Mode.)
Other (possibly unrelated) details:
I was playing the modpack "Create on a Potato" version 1.16.1 on Minecraft version 1.16.5 and the Creative Fluid Tank is a quest reward for completing the "Cooking" quest line. So, if the above behavior described above is intended, I'll let the modpack author know.
