Redstone link stops responding properly after being sent a signal while unloaded

I've had trouble in my world with redstone links appearing to randomly stop responding to signal, but I've finally tracked down the bug and recreated it in a creative world. If a redstone link sends a signal to one that is unloaded, the receiver becomes unresponsive until manually cycled from and to receiver mode or replaced entirely. Other redstone link senders on the same frequency can also become unresponsive until cycled as well.

This doesn't seem to be the entire story, though. If I attach a redstone clock to one link sending across a chunk border to another link, and then only load the clock, this issue doesn't seem to occur.
