Whenever i power a Powered Latch it sticks and and cant be turned off unless i manually right click it

There are two kinds of latches, powered latches and toggle latches. The powered latch you need to reset from the side, the toggle latch toggles on pulse. I think you'll need to try that one. See JEI (or install it if you don't have it) for more information!
