Rolling Mill Maintains Powered Status After Carry On Interaction

Describe the bug
Bug occurs in conjunction with the Carry On mod for Forge. When the Rolling Mill is given rotational power, then picked up and placed again, it will continue in its powered state regardless of receiving rotational input. It will manual item input and process the items as if it were receiving rotational power. Its block texture after being placed also shows the Mill being in a powered state.
Expected behavior: The Rolling Mill will return to its unpowered state upon being placed.
Observed behavior: The Rolling Mill retains its powered state functionality.

To Reproduce
Steps to reproduce the behavior:

  1. Place a Rolling Mill.
  2. Supply it with rotational power.
  3. Pick up the Rolling Mill using the Carry On mod.
  4. Place the Rolling Mill somewhere else.
  5. Toss a processable item into the Rolling Mill.
