Buckets are missing tags

Describe the bug
The Seed Oil and Biofuel buckets are missing the c:buckets tag
To Reproduce
Steps to reproduce the behavior:
- Do /neoforge tags item query createaddition:seed_oil_bucket
- Notice the lack of the c:buckets tag
- Do the same command as in step 1 but with the lava bucket
- Notice how that does have the c:buckets tag, making it inconsistant

- Mod version: 1.5.2
- Forge version: 21.1.203
- Create version: 6.0.6
