Why is says "max stress"

Describe the bug
Its says I can set the "max" stress of the alternator, but ingame it uses so much stress...

To Reproduce
Go into the common config and put generator_stress to 536870912

the alternator 'consumes' stress so max stress would have it take a lot of stress
