AE2 Certus Doesn't Charge With Tesla

Describe the bug
Seemingly, the certus quartz doesn't charge when a tesla is above it on either a depot or a belt.
To Reproduce
Try charging a certus crystal on a depot or a belt...
Additional context
Do note, I think the check for if it is a crystal / charged crystal can use the ItemDefinition helpers that AE provides: https://github.com/AppliedEnergistics/Applied-Energistics-2/blob/606a60aad5f1a8f2ecaea1429483607b2e20848a/src/main/java/appeng/core/definitions/ItemDefinition.java#L72
