Electric motor does not start again after redstone signal turns off

Describe the bug
Stops when redstone is applied but does not turn back on when redstone is off.
To Reproduce
put block next to motor add lever... flick it on then off.

- Forge version: 43.1.57
- Create version: create-1.19.2-0.5.0.f
