The portal energy interface does not move FE between a Valkyrien Skies ship and normal space (eg, a dock not in the VS shipyard).

Portable fluid interfaces and portabel item interfaces DO work

We've toggled the "act like a ship" behavior on both interfaces, and they do mechanically connect, its just that FE won't transfer. We verified the connector push/pull settings the asn this Forge bug reporter also did: #781
