1. Install Croptopia 3.0.3 and Cooking for Blockheads 16.0.13 for Minecraft 1.20.1
2. Place the cooking table, tool rack, and kitchen counter in close proximity
3. Have the mortar and pestle in the tool rack, and chile pepper in the kitchen counter
4. Expect paprika recipe in cooking table

All other tools work, food items that said tool is in the cooking table including the other recipe that uses the mortar and pestle (the mashed potato one) but paprika seems to be an odd case that is not detected or is not craftable using the cooking for blockheads mod
