In vanilla Minecraft, when you right-click sand underwater, it works likes using bonemeal on grass blocks. Depending on the biome, seagrass or even corals are spawned around the target block. But Croptosis prevents that, and instead, you get fertilized sand. I guess adding a check if the block is submerged would be good.
