Restraint restrictions and config

Restraints can be used in combat to disable the enemy in close quarters without the need of proper damage.
Restraints being restricted to only restraining unarmored or low health entities under a configurable integer, percentage, or condition would be a valued change, thus allowing those who wish to keep the aforementioned aspects to remain whilst allowing the combat exploit to be fixed.
After taking damage, the user will not be able to shackle another entity for some time.
