On a server you can use /handcuffs command without operator permitions

To Reproduce
Steps to reproduce the behavior:

1. Enter a server in which you dont have op
2. run /handcuffs command

Expected behavior
You wouldn't be able to cast it without op

Oh my, a big oversight. This will be fixed in the next version
