I think we should be able to craft better and better cyberware as we go, getting ones with better and better quality. As tolerance cost goes down slightly, power consumption also slightly goes down and power generation goes up, making them more efficient but more costly. It could use more advanced components as well.

Right now I'm not planning on adding any tiers for existing Cyberware, though more advanced pieces of Cyberware that will require some sort of research/progression are planned. I'm not a huge fan of direct linear progression where cost and performance numbers just increase.
